New technologies such as artificial intelligence (AI)-driven drug design and synthetic biology are reshaping R and production paradigms, making digital-intelligent transformation the key to breakthroughs.<br \/>\nThird, demand structures are shifting significantly. Emerging markets in Latin America and Southeast Asia are experiencing much faster pharmaceutical consumption growth than mature markets in Europe and the US, opening up a new blue ocean for Chinese innovative pharmaceuticals and medical devices going global.<\/p>\n<p>Against this backdrop, the April 25, 2025 CPC Central Political Bureau meeting for the first time proposed to \u201cuse the certainty of high-quality development to address external uncertainty,\u201d outlining a development path for innovative pharmaceuticals and devices characterized by \u201cinnovation-driven growth, diversified collaboration, and resilience as the foundation.\u201d<\/p>\n<h2>Central Policy Orientation:<\/h2>\n<p>Three Breakthroughs from Strategic Blueprint to Industrial Practice<\/p>\n<h3>1.
