On July 9, the Eighth Members’ Congress of the China Chamber of Commerce for Import and Export of Medicines and Health Products (hereinafter referred to as “CCCMHPIE”) was solemnly convened in Huzhou, Zhejiang Province. A total of 429 representatives were scheduled to attend the congress, with 309 representatives actually present. The number of attendees met the ratio stipulated in the Chamber’s Articles of Association.


Conference Venue
This conference received the care and support of the Shared Foundation, business guidance departments, and local governments. Leung Chun-ying, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference and Chairman of the Shared Foundation, delivered a video address to the conference. Attendees included distinguished guests such as Cai Fangcai, Full-time Deputy Secretary and Discipline Inspection Commission Secretary of the Third Joint Party Committee of National Industry Associations and Chambers of Commerce; Xiao Lu, Deputy Director-General of the Department of Foreign Trade, Ministry of Commerce; Chen Zhicheng, Deputy Director-General of the Zhejiang Provincial Department of Commerce; and Zheng Xinyou, Vice Mayor of Huzhou Municipal People’s Government.
Congratulatory messages were received from international industry organizations including UNAIDS, Doctors Without Borders, the Clinton Health Access Initiative, the Asia-Pacific Medical Technology Association, the Malaysian National Investment Development Authority, the Swiss-Chinese Chamber of Commerce, the American Chamber of Commerce in China, the Italy-China Foundation, the British-Chinese Trade Association, the Japan Kampo Herbal Medicine Association, the Korea International Life Science and Engineering Association, the Indonesian Chinese Chamber of Commerce, the Malaysia Chinese Medicine and Health Food Chamber of Commerce, and the Singapore Chinese Medicine and Health Products Chamber of Commerce sent congratulatory letters.
In his address, Chairman Leung Chun-ying stated that over the years, the Chamber of Commerce for Medical and Health Products has played an irreplaceable role as a bridge and link in promoting industrial transformation and upgrading, expanding international cooperation, and safeguarding industry rights and interests. It has also contributed Chinese wisdom and strength to global health initiatives. He expressed hope that the Shared Foundation and the Chamber of Commerce for Medical and Health Products would continue to work together in solidarity and mutual support to jointly fulfill the mission of “building a community of health for all.”

In her address, Deputy Director Xiao Lu stated that in recent years, China’s pharmaceutical trade industry has accelerated its integration, achieving continuous progress in high-quality foreign trade development: the traditional Chinese medicine sector has accelerated its pace of development and expanded its global reach; innovative drugs have made steady strides in overseas markets, with export potential expected to gradually unlock; and medical devices have advanced toward the mid-to-high-end segments, continuously enhancing their international competitiveness. The Department of Foreign Trade at the Ministry of Commerce places high importance on developing pharmaceutical trade. With the active collaboration of the China Chamber of Commerce for Import and Export of Medicines and Health Products (CCCMIH), it is dedicated to helping foreign trade enterprises resolve challenges, explore cooperation, and achieve mutual benefits. Moving forward, we look forward to continuing to work hand in hand with CCMIH and the broader pharmaceutical foreign trade community to jointly promote the high-quality development of pharmaceutical trade.

Vice Mayor Zheng Xinyou introduced that Huzhou is located in northern Zhejiang Province on the southern shore of Lake Tai, situated within the core region of China’s most economically developed Yangtze River Delta and serving as one of the cities in the Shanghai metropolitan area. Huzhou holds three prestigious titles: it is the birthplace of the concept that “lucid waters and lush mountains are invaluable assets,” the origin of China’s Beautiful Countryside initiative, and a pioneer in green development. We welcome all delegates to visit Huzhou, learn about Huzhou, start businesses in Huzhou, and invest in Huzhou.

In accordance with the conference agenda, President Zhou Hui delivered the Seventh Council Work Report. He systematically summarized the key initiatives undertaken by the Seventh Council and proposed recommendations for the next council’s work: First, persist in advancing the high-quality development and internationalization of the pharmaceutical industry as the primary focus of the chamber’s work; second, persist in establishing a brand service system as a crucial pillar of the chamber’s operations; third, persist in enhancing internal management standards and the professional competence of the workforce as the intrinsic driving force for the chamber’s development.

Following a vote by member representatives, the reports and proposals submitted for deliberation at this Member Representative Assembly, along with the candidate lists for the Board of Directors and Board of Supervisors, were elected and approved. Vice President Tan Shengcai presented the relevant proposals for this Council meeting, including: Proposal on Establishing the “International Cooperation Professional Committee for Pharmaceutical Supply Chain”; Proposal on Establishing the “Ecological Traditional Chinese Medicine Professional Committee”; Proposal on Dissolving the “Expert Committee for GMP Validation Engineer Vocational Skill Level Standards”; Nominees for Deputy Secretary-General of the 8th Council; Nominees for Heads of Affiliated Institutions under the China Chamber of Commerce for Import and Export of Medicines and Health Products; and “Authorization of Secretariat Tasks for the 8th Council.”
During the council meeting, the Chamber held the 2024 Pharmaceutical Enterprise Credit Rating “AAA” Enterprise Award Ceremony. Seven member enterprises were awarded the “AAA” rating for their outstanding credit performance. Vice President Tan Shengcai presided over the award ceremony.

Finally, through a vote by all council members, the Standing Council Members, Deputy Secretaries-General, responsible officers, and Honorary Vice Presidents of the 8th Council of the Medical Insurance Chamber of Commerce were elected. Relevant council reports and work proposals were reviewed and approved. Chairman Wei Zhong, Chief Vote Counter, announced the election results. Zhou Hui, the newly elected President of the 8th Council, took the stage to deliver a speech.
In the afternoon, the Third Joint Party Committee of National Industry Associations and Chambers of Commerce held a collective discussion session with the newly elected Vice Presidents (non-resident). The First Session of the First Supervisory Board convened concurrently, electing the Chairperson and Vice Chairperson of the Supervisory Board while fulfilling inspection and oversight procedures.
At the afternoon Members’ Representative Assembly, Vice President Wang Maochun presented the work report, financial report, and resolutions on assembly proposals. Newly elected Council Representative Huang Leisheng, Vice President of Kangchen Pharmaceutical Group, delivered a speech titled “Seizing Opportunities, Meeting Challenges: Advancing the Internationalization of Traditional Chinese Medicine with New Commitment.” Newly elected Chairman of the Supervisory Board and Chairman of Jiangsu Huihong International Group Pharmaceutical & Health Products Import & Export Co., Ltd., Wang Xiang, delivered a speech titled “Thirty Years of Partnership with the Chamber of Commerce for Medical Insurance: Building a New Journey for the Pharmaceutical Industry Together.”

Subsequently, the conference proceeded to the “Special Seminar on the International Development of the Pharmaceutical and Healthcare Industry.” Newly elected Vice Presidents of the 8th Council included: Fang Xiaoliang, General Manager of Zhejiang Oriental Gene; Wang Chi, Deputy Party Secretary and General Manager of Beijing Tongrentang Chinese Medicine; Li Yang, Party Secretary and Chairman of China Medical Devices Co., Ltd., Zou Jianhan, Chairman and President of Aojia Hua Intelligent Health Technology Group, along with Gao Shunye, Deputy General Manager of Propharm Group (a newly elected vice-president unit of the 8th Council), delivered keynote speeches. They shared insights on how China’s pharmaceutical and healthcare industry can adapt to evolving circumstances and seek breakthroughs, while exploring future development pathways.

On the morning of July 10, the conference proceeded to breakout sessions. Delegates engaged in in-depth discussions on the following themes: “International Transformation of Traditional Chinese Medicine in the New Era,” “Export Strategies Under U.S.-China Tariff Policies and Industrial Chain Adjustments,” “Trends and Resilience: The Path to High-Quality Overseas Expansion for Medical Devices,” “Development Opportunities for Special Foods and Medicinal Foods in the AI Era,” and “Global Pharmaceutical Cooperation Landscape and Corporate Participation in International Public Procurement.”





On the afternoon of the 10th, conference delegates conducted research visits to the Deqing County Biomedical Industrial Park, South Taihu Biomedical Park, and Daixi Cosmetics Town in Huzhou City.
The day prior to the conference, the China Chamber of Commerce for Medical Insurance and the Huzhou Municipal Bureau of Commerce jointly organized the “Huzhou Biomedical Industry Chain Investment Cooperation Matchmaking Conference.” President Zhou Hui attended the meeting and delivered an opening address. Deputy Director Pan Hong of the Huzhou Commerce Bureau presented investment promotion policies. Representatives from the South Taihu Biomedical Park, Daixi Cosmetics Town in Wuxing District, and the Changxing National University Science Park engaged in discussions with chamber member enterprises including Tuoren Group, Beijing Tongrentang Chinese Medicine, Yuekang Pharmaceutical, Hai Zheng Pharmaceutical, and North China Pharmaceutical.
